Import Used Cars from China to Algeria

Algeria banned used-car imports in 2005; Article 110 of the 2020 Finance Law reopened a narrow personal lane about fifteen years later, and Article 127 of the 2026 Finance Law widened the returning-expat channel from 1 January 2026. Why Import from China?

The official reductions do the talking: battery-electric cars get 80% off the total of rights and taxes, petrol or hybrid cars at or under 1800cc get 50%, and anything bigger gets 20%. Those figures come from the Algerian customs portal. Chinese supply clusters in the two fat brackets: 1.5L sedans, 1.5T compacts, city EVs from BYD’s line-up, all left-hand drive.

Model years help too: China’s export rules keep first registrations past 180 days, so the trade runs on genuinely used, late-model cars, usually priced below equivalent European stock before the reductions bite. For a buyer entitled to one car every three years, the wrong engine wastes the quota.

Import Essentials for Algeria

Who can import. Two channels, both personal. Resident individuals may import a car under 3 years old, for their own use, one car every three years, paid from their own foreign currency, per the Algerian customs portal. Returning expats holding the CCR (Certificate of Change of Residence) may bring a new or under-5-year car from 2026 onward, per consular announcements of the 2026 Finance Law. Documents. The customs file: ID or residence card; proof of residence abroad of at least one year; the foreign registration certificate (carte grise); purchase invoice or bill of sale; a technical inspection issued within 3 months by an authorized body in the registration country; and a conformity report from a customs-approved expert. Trade papers ride along: B/L, commercial invoice, packing list, certificate of origin. The transit document is valid one month and cannot be renewed; a car shipped without a driver clears at the entry port’s customs office.

Ports. Algiers, Oran, Djen Djen (the dedicated vehicle port), Mostaganem and Béjaïa. A summer restriction reportedly suspends under-3-year imports at Algiers and Oran from 15 June to 15 September 2026; Djen Djen is the workaround. Please confirm with your local customs broker — regulations change.

EXW/FOB Delivery in 5 Steps

1. Confirm your channel. Resident-lane eligibility or the CCR file comes before any deposit.
2. Pick and inspect. Model, VIN, build date against your lane’s age line, displacement at or under 1800cc, then live-video or third-party inspection and the deposit against the proforma invoice.
