Import Used Cars from China to Uzbekistan
Uzbekistan is one of only two doubly landlocked countries on earth, so every imported car crosses at least two borders before it reaches Tashkent. That geography shapes the trade: rail or truck via Kazakhstan or Kyrgyzstan, and a tax table rewritten more than once since 2022. UsedAutoX exports used cars from China on EXW and FOB terms. We handle the Chinese side; your broker handles Uzbekistan.
Why Import from China
Stock depth is the first argument. China’s trade-in cycle keeps 3–5-year-old 1.5–2.0L sedans and compact SUVs flowing, the class Uzbek buyers shop for, and several trims of the same model can be compared within a week. If you are still deciding which models suit your market, see our guide on how to choose the right Chinese cars for your local market.
Price is the second. On that class, Chinese domestic levels often sit below other supply routes for similar age and mileage, which matters double because reported duty brackets punish older, bigger-engined cars harder.
The EV angle needs care. Reported rules give electric cars a 0% duty, but a recycling-fee rise in May 2025 took back much of that edge.
Import Essentials (as of August 2026, subject to the latest official publication)
Steering. Left-hand drive only. Right-hand-drive cars are reported not to be registered. We quote LHD stock only.
Age limits (reported, sources conflict). One account caps used cars at 10 years with a 6-month minimum since first registration; industry sources say fuel cars in practice cluster in the 3–7-year range because duty brackets punish older cars, and EVs are reported exempt from the 7-year restriction. Please confirm with your local customs broker — regulations change.
Duty (reported, and it bites). Petrol and diesel duties stack an ad valorem rate on a per-cc charge, and both climb with age: reported around 15% plus a small per-cc charge for cars under a year, 30% plus a heavier charge for 1–3 years, and 40% plus for anything older. Please confirm with your local customs broker — regulations change.
VAT (confirmed). 12%, cut from 15% in 2023, charged on the customs value plus duty plus excise. The customs value includes freight and insurance, so the FOB price is not the tax base. Please confirm with your local customs broker — regulations change.
Recycling fee (утилизационный сбор), the deal-maker or deal-breaker. Reported for petrol cars at roughly 30–300 БРВ by engine size and age; the БРВ base calculation unit stood at 412,000 UZS, about USD 32.51, in August 2025. For electric cars from 1 May 2025: 120 БРВ, about USD 3,500, up to three years old, and 210 БРВ, about USD 6,000, for older ones. Read that again before chasing a 0% duty: once an EV passes three years old, the fee alone can rival the price of the car. Please confirm with your local customs broker — regulations change.
Documents and clearance (reported set). Commercial invoice and purchase contract, packing list, the CMR or rail waybill, ownership and export proof, a certificate of origin where requested, and the technical passport issued after STO inspection, with the importer’s passport and tax number on file. Clearance reportedly runs through a licensed broker, about 5–10 customs days, then 3–5 days of STO inspection and registration. One thing is firm: Uzbekistan is not an EAEU member, so СБКТС and ЭПТС (the Eurasian single-vehicle safety certificate and electronic vehicle passport) do not apply here, and no agent should sell them to you. Whether UZSTANDARD-accredited pre-shipment inspection applies to used cars unit by unit needs confirmation. Please confirm with your local customs broker — regulations change.
From the Chinese side, UsedAutoX issues the used-car export license (one license per shipment) under the MOFCOM filing system with full deregistration papers. Cars first registered more than 180 days ago ship through the standard used-car channel — the 180-day line and the extra paperwork for younger cars are explained in our 2026 China car export policy guide.
Recommended Models
Uzbek demand anchors on inexpensive 1.5–2.0L sedans and compact SUVs, with 3–5-year-old cars dodging the worst duty bracket (prices are China-market listing references):
- Changan X5 Plus — 1.5T compact SUV, 2024–2025 second generation, runs on 92-octane fuel. Used units about USD 8,500–13,000.
- Geely Emgrand — the budget-sedan benchmark with parts that are easy to source. Used units about USD 5,500–9,400.
- BYD Yuan Plus — BYD’s compact electric SUV. From about USD 11,000; final quote subject to actual vehicle condition.
- BYD Seagull — the small city EV. From about USD 10,300; final quote subject to actual vehicle condition.
- Changan Kaicheng F70 — diesel pickup for construction sites and farm work. Contact us for a current quotation.
For any EV, put the recycling fee next to the FOB price before you compare. We cover another high-volume BYD model in our BYD Atto 3 export guide if you want a concrete spec and price example.
EXW / FOB Delivery Process
- Select. Send the model, year, and budget. We return matching stock with photos, mileage, and an EXW or FOB price.
- Inspect and deposit. Third-party inspection report plus a video walkaround; your T/T deposit books the car. Larger orders are usually settled by letter of credit — ask us which payment route fits your order size.
- License and deregister in China. Export license (one per shipment), registration cancellation, and the full document pack.
- Ship on your terms. FOB at Lianyungang or Qingdao for a sea-rail combination, or handover at an inland rail point such as Xi’an or Urumqi; your forwarder then runs the line through Kazakhstan or the Kyrgyz crossings toward the Fergana Valley. Transit legs and their costs are between you and your own forwarder. Please confirm with your local customs broker — regulations change.
- Clear in Uzbekistan. A licensed broker files the declaration and pays duty, VAT, and the recycling fee; the car then passes STO inspection and registration.
FAQ
What will a 3-year-old 1.5L petrol car pay at the border?
Reported: the top duty tier, roughly 40% plus a per-cc charge, then 12% VAT on the customs value plus duty, then the recycling fee by engine size. Please confirm with your local customs broker — regulations change.
Is there an age limit on used imports?
Sources conflict: one describes a 10-year cap and a 6-month minimum, industry practice points to 3–7 years for fuel cars, and EVs are reported exempt from the 7-year line. Please confirm with your local customs broker — regulations change.
Are electric cars duty-free?
Reported yes, 0% duty and no excise, but from 1 May 2025 the recycling fee runs 120 БРВ (about USD 3,500) up to three years old and 210 БРВ (about USD 6,000) beyond. Please confirm with your local customs broker — regulations change.
Do I need СБКТС or ЭПТС?
No. Those are Eurasian Economic Union documents, and Uzbekistan is not an EAEU member.
When does a car count as “used” for export from China?
Once first registered more than 180 days ago. Younger cars need manufacturer after-sales documentation, which is why our stock focuses on registered, road-proven cars. Full detail in our 2026 China car export policy guide.
Which trade terms do you offer?
EXW and FOB. Border, transit, and clearance costs are settled between you and your own forwarder. The difference between the two is set out in our EXW vs FOB guide.
